David Brailovsky 81d6759fc9 fix(ai): declare GPT-5.4 and GPT-5.5 tools at the top level ... GPT-5.5 and older namespace tools loaded through additional_tools or tool search and reject replayed calls without the namespace, so switching to them after another model's tool calls failed with 400.
