The spec references speckl compile but no compiler exists. Create a minimal compiler scaffold that:

Parses .speck files into an AST (start with a subset of the language)
Validates syntax against the EBNF grammar in Appendix A
Generates the three output files referenced in section 4.5:
- .prov.jsonld (Provenance graph, PROV-O / JSON-LD)
- .specbom.cdx.json (SpeckBOM, CycloneDX v1.6)
- .specbom.spdx.json (SpeckBOM, SPDX 3.0.1)
Supports --bom-format cdx|spdx|both flag (default: both)

This is a scaffold, not a production compiler. The Z3 integration (SMT-LIB2, DST, WASM) can come later. Focus on parsing, provenance extraction, and BOM generation first.
