The reference-agent/ directory has scaffolding (package.json, tsconfig.json, src/ stubs) but no working implementation. The spec describes a tiered agent system:

Orchestrator — client entry point, task decomposition
Team Lead — manages specialized agents, elastic scaling
SMEs — verification, codegen, documentation specialists
TillDone — tasks complete when provable conditions are met

Implement enough of the reference agent to:

Parse a .speck file and validate syntax
Demonstrate the provenance graph generation for a simple example
Show the SpeckBOM compilation manifest output (CycloneDX + SPDX)

This is a reference implementation — it demonstrates the architecture, not a production compiler. Keep it simple and well-documented.
