fix(agent): enforce JSONL session ownership
...
Track open JSONL sessions so create/fork destinations remain owned until their returned session closes. Reject reopening or deleting open JSONL sessions, while keeping same-id concurrent creates guarded per cwd.
Use active storage for fork source snapshots when available, and add session close callbacks to release repository ownership.
