feat(p2): tools declare who may call them and where, turn origin from the run's inputs, agents give their own tools
- P2Tool: origin (any|owner) and scope (any|main|subagent) on the tool; the worker's Durable registry checks them before each call (guardTool), no tool checks itself. owner: location tools, reload_plugins, conversations, ports, MCP tools. main: subagent, rename_session, conversations, ports, reload_plugins. subagent: team. - originOf reads pi.live.run.inputs through tx.submission: the owner's only if every input of the run is. Agent-written inputs record the writing turn's origin: subagent tasks and one-shot prompts, team messages, reports (answerOrigin), peer messages. No peer origin any more. - Subagents and one-shot agents get their caller's tools (default all, tools narrows), except scope main; with codemode the script-only tools; subagents get team. One-shot agents keep codemode and agent. A send takes away what the caller can no longer give.

- **Tool requirements** (`src/runtime/tool-access.ts`): a plugin declares them on its tool (`P2Tool`, `defineP2Tool`):
`origin` (`"any"` default, or `"owner"`: only a turn the owner started) and `scope` (`"any"` default, `"main"`: only
top-level conversations, or `"subagent"`: given to subagents only). The worker's Durable registry wraps every tool
with requirements (`guardTool`, in `durableRegistry`), so no tool checks them itself. `origin: "owner"`: the location
tools, `reload_plugins`, `conversations`, `ports`, MCP tools (the owner's accounts are behind them). A turn's origin
(`originOf`, `src/runtime/origin.ts`) is the conversation's current run (`pi.live.run.inputs`, each submission's
entry through `tx.submission`): the owner's only if every input the run placed is (`entryOrigin`): a person's input
by its author in the entry data, an agent-written one by its `origin`. Agent-written inputs record the writing
turn's origin: subagent tasks and one-shot agents' prompts (`p2.subagent-task`), `team` messages and reports
(`p2.agent-message`; a report has the origin of the subagent's run that answered, `answerOrigin`: its inputs after
the previous run's last answer), and peer messages (`p2.peer-message`). A guest's input steered into a run takes the
owner's tools away for the rest of it; a guest-started chain never reaches them. Known gap: inputs of earlier runs

still in the context are not considered. `test/p2/inputs.test.ts`, `dev-tools.test.ts`, `tool-access.test.ts`.
